Manager, Streets and Drainage
GENERAL DESCRIPTION OF POSITION
Manages the construction, maintenance, and repair of streets, sidewalks, storm sewers, streetlights, and related Public Works projects.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Manages, schedules, assigns, allocates, supervises and participates in the tasks and work of the City’s stormwater system, roads, sidewalks, street signs, and streetlights.
- Adheres to Federal, State, and local regulatory compliance requirements and ensures compliance with the City’s MS4 Permit.
- Responds as needed to severe weather events to ensure City roads are cleared from standing water by monitoring pump stations and clearing storm drains and outfalls.
- Assists with the Streets & Drainage Division’s annual budget preparation and Five-Year Capital Improvement Plan.
- Performs streetlight inspections and properly requests repairs as needed.
- Ensures beach roads are graded as needed and beaches are sand-sifted.
- Maintains equipment and ensures it’s ready for operation.
- May review site plans as directed by Public Works Director.
- Evaluates staff performance and provides productive feedback and disciplinary measures as needed.
- Frequent customer interaction resolving complaints and preparing work orders.
- Frequent use of electronic equipment to maximize efficiency and response time.
Perform any other related duties as required or assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Ability to conduct research, compile records and reports, develop departmental budgets, and make effective application of findings. Ability to read construction plans and detail drawings. Ability to manage various projects and maintenance contracts. Computer knowledge to include Microsoft Suite applications and financial software applications. Knowledge of occupational hazards as well as safety precautions of the workplace. Ability to lay out, direct, and supervise work crews.
EDUCATION AND EXPERIENCE
Graduation from an accredited college or university with a degree in Civil Engineering, Environmental Engineering, Public Administration, or another related field is preferred. Work experience may substitute for the Bachelor’s/Master’s requirement on a year-for-year basis. Experience in municipal and county government managing a stormwater program and presenting to a Council/Commission is preferred.
REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS
Must possess a valid Florida Driver's License with an acceptable driving record.
PREFERRED CERTIFICATES, LICENSES, REGISTRATIONS
- Valid CDL Class A or B
- DEP Stormwater Erosion and Sediment Inspector
- FW&PCOA Stormwater Technician (or equivalent)
- Floodplain Manager
- MOT Certifications

Annual Budget: $2.9M
SUPERVISORY RESPONSIBILITIES
- This position will directly supervise 1 employee.
- This position may indirectly supervise 17 employees.
If applicable, supervisory responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.
