Fleet Maintenance Division Manager
GENERAL DESCRIPTION OF POSITION
The Fleet Manager directs, plans, and coordinates all operations of the municipal fleet department, ensuring the safe, efficient, and cost-effective maintenance of diverse city vehicles and related assets. This role is responsible for overall management, budget and asset oversight, staffing, and compliance with federal, state, and local regulations. Primary assets include complex heavy-duty waste haulers, vacuum trucks, and specialized police emergency vehicles. Supervising a team of highly skilled mechanics (including diesel, master, and heavy equipment mechanics), the Fleet Manager oversees preventive maintenance programs, repairs, inspections, parts inventory, vendors, and fleet records. Serving as the municipality’s technical resource, the manager must possess strong mechanical knowledge to evaluate repair needs, diagnose problems, and manage complex fleet operations.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Lead day to day operations of the repair and maintenance of City vehicles, equipment, and machinery. Lead, supervise, train, schedule and evaluate a team of mechanics and support staff. Maintain strict compliance to city, county, state, DOT, OSHA, and environmental regulations. Develop technical standard operating procedures (SOP’s) on purchasing, maintaining, and repairing City owned vehicles. Provide advanced technical guidance on complex electrical, hydraulic, gas and diesel engines.
Maintain, diagnose, and repair automated garbage side-loaders, rear-loaders, and multi-stage vacuum/sewer trucks. Service police vehicles, tactical vehicles, emergency vehicles and equipment to meet strict public safety standards. Troubleshoot complex electrical, multiplex wiring, hydraulic, pneumatic, and electronic computer control systems. Diagnose and repair high-pressure hydraulic pumps, cylinders, valves, and PTO systems unique to municipal vocational trucks.
Investigates accidents and reports to the Director of Public Works with recommendations for vehicle disposal and replacement. Prepare preliminary budgets, standard and special reports and provide other administrative duties as needed or directed. Manages contracts with outside vendors for several important services.
Review work orders, maintenance records, inspection reports, and repair histories to identify recurring mechanical issues and control costs. Evaluate mechanical problems and determine whether repairs should be performed internally or contracted to outside vendors. Review and approve repair estimates, parts requirements, labor costs, and vendor invoices. Maintain relationships with dealerships, parts suppliers, repair facilities, manufacturers, and other fleet vendors.
Perform any other related duties as required or assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
5 to 10 years of experience as a Fleet Manager for a large dealership, City or municipality. Experience managing a municipal, government, public works, utility, or similarly complex fleet of vehicles and machinery.
EDUCATION AND EXPERIENCE
Bachelor’s degree in business administration, Business Management, Logistics and Supply Chain Management, Automotive Technology Management. Experience with diesel engines, gasoline engines, transmissions, hydraulic systems, electrical systems, braking systems, suspension systems, and computerized vehicle diagnostics. Experience maintaining heavy trucks, dump trucks, utility vehicles, emergency vehicles, construction equipment, or other municipal equipment.
REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS
ASE Master Automotive Technician with all certifications active, CDL A License with Hazmat and Tanker endorsement.
PREFERRED CERTIFICATES, LICENSES, REGISTRATIONS
Certified Automotive Fleet Manager (CAFM), Certified Automotive Fleet Supervisor (CAFS), APWA Certified Public Fleet Professional (CPFP). ASE Medium/Heavy Truck Technician, ASE School Bus Technician.
RESPONSIBILITY FOR FUNDS, PROPERTY and EQUIPMENT
Annual Budget: $ 1,000,000.00
SUPERVISORY RESPONSIBILITIES
This position will directly supervise 10 employees.
This position may indirectly supervise 10 employees.
If applicable, supervisory responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.
